Village Volunteers System: The Flagship Development Program of Andhra Pradesh.
The administration’s centrepiece programme is known; as the Village Volunteers System. It attempts to bring government services, to people’s doorsteps, via; volunteers. It is the system of electing grama village volunteers to ensure that various social benefits are delivered, to the public, in a more efficient manner. YS Jagan Mohan Reddy, the Chief Minister of Andhra Pradesh, announced the beginning of his government’s flagship programme. During the Chief Minister’s Independence Day address in Vijayawada, the statement was made. On October 2, 2019, the 150th anniversary of Mahatma Gandhi’s birth date, the initiative will be officially inaugurated. Its goal is to bring government services to people’s homes. The primary goal behind the implementation scheme is to instil trust in government and ensure that people’s necessities are supplied; right, at their doorstep.
Objectives – Village Volunteers System.
The programme will be able to reach the poorest; of the poor, and it will enable all villages to become self-sufficient. The system is designed; to ensure that the government’s welfare programmes are delivered, to households, in a timely and corruption-free manner. Following are its objectives:
- Its goal is to bring governance services to people’s homes. The basic objective behind the implementation method is to instil trust in the government.
- One volunteer is assigned; to every 50 families, in each hamlet, under this programme. The volunteers will be provided identification cards and a monthly remuneration of Rs. 5,000. Ward volunteers would be appointed in towns.
- Secretariats for each village would be established, in each village, to provide people with government; in 72 hours. Village secretariats will also be launched, on October 2nd, with volunteers serving as a link; between the administration, and the people, of the state.
- The responsibility of volunteers would be, first, to identify the beneficiaries, learn about their difficulties, and then outline the government programmes available to them.
- The Volunteers will be between the ages of 18 and 35, with a minimum qualification, of SSC, in tribal areas and Intermediate; in the rest of the country. The volunteers should be the permanent village residents.
- The volunteers will make door-to-door visits to eligible beneficiaries and distribute benefits under various programmes.
- The goal of adopting the system is to instil trust; in the public and provide basic services at their doorsteps.
- A total of 2.8 lakh volunteers would be involved in the project. The programme would be able to reach even the most impoverished people, to make them self-sufficient.
The Ward is a part of the Village Volunteer System. These volunteers will promote the state government’s welfare programs to all families. The chief minister is committed, to delivering on electoral promises, including Navaratnas. He will monitor and analyse the village secretariat’s operations from the camp office. According to Mahatma Gandhi, the spirit of India resides in its villages. Over 70% of India’s population lives in rural areas, so this quote is still relevant. Agriculture continues to be their main source of income.
Eligibility Criteria & Application Procedure.
The village secretariats have begun operations on Gandhi Jayanthi to help people with their difficulties. For the first time in the country, the village secretariat, and volunteer system, were established in AP. One volunteer has been assigned, to every 50 families, and municipal ward, by the government. Following are the criteria of eligibility; to apply as a volunteer:
- The applicant must be a citizen of Andhra Pradesh; particularly, being a resident of the village, where applied, is preferred.
- In simple regions, the applicant must have passed Intermediate (or) its equivalent test, while, in Agency/Tribal Areas, the applicant must have passed 10th Class or its equivalent.
- The minimum age requirement is 18 years, while the maximum age requirement is 35 years.
On October 2nd, 11,158 village secretariats and 3786 ward secretariats will be launched. There will be 11 to 12 staff in each village secretariat. CM Jaganmohan Reddy has often stated that village volunteers will labour, regardless; of caste, religion, region, or political party. The Village Secretariat will make government initiatives available to everybody. Andhra Pradesh’s Panchayat Raj and Rural Development Department have opened online registration; for Grama/Ward/ Ward Volunteer positions. The following documents are required:

Interested applicants should contact the state or district-level implementation agency. The village secretariat personnel have been appointed in the nearby villages; thus, it’s likely; that employees from the same town have a prejudice. As a result, village Secretariat employees, and volunteers, seek to reach out to each of the rural welfare schemes, regardless of village class distinctions. YS Jagan launched this revolutionary administration system on May 30th, 2019, when he took the oath as chief minister. The YS government took a step forward in realizing Gandhiji’s GramaSwarajya aspirations by appointing volunteers and village secretariat personnel. For this goal, the state administration appointed 1,26,728 staff at a time.
CM Reviews Village Administration in TDP Rule.
The Chief Minister held a series of review meetings to assess the performance of several departments, and he instructed authorities that each eligible family be assigned a home site before Ugadi, the Telugu New Year’s Day. Lands in villages and towns should be identified for this purpose.
He claimed that most of the projects executed during the TDP government were riddled with significant corruption. TDP head, Chandrababu, has been criticizing the state administration for not being able to digest the village’s volunteers and provide over 1.26,000 jobs. The YSRCP leaders claimed that Chandrababu Naidu’s claims reflect political revenge and insult, the ladies and volunteers’ personalities, even though the party has been in power, for five years, without creating new jobs or providing unemployment benefits.
The state government has created direct work prospects for approximately 1,30,000 people by filling jobs in villages and cities at the same time. From October 2, the government is implementing the policy of all the village’s central departments to make it available to the public. As a result, the shortlisted individuals have already received their appointment letters.
The village Secretariat system is being developed, in Andhra Pradesh, for the first time, in the country’s history, with all major; government departmental workers. AP is making history by decentralizing governance and establishing a village secretariat, with all departments, in one location. The village secretariat system aims to ensure that the government’s welfare initiatives are delivered, to households, in an efficient and corruption-free manner.
