PMGKY-Ujjwala Scheme

As part of the Taxation Laws Act 2016, the Indian government created the Pradhan Mantri Garib Kalyan Yojana in 2016. (second amendment). The PM Garib Kalyan Yojana scheme’s initial goal was to ensure that tax evaders declared unexplained money and avoided penalties and criminal prosecution. In addition, the government wanted to use the deposited black money for poor people’s welfare through this scheme. Therefore, the government announced the “Pradhan Mantri Garib Kalyan Yojana,” a relief plan to provide a safety net to the poor and vulnerable, who was the hardest afflicted by the outbreak. In addition, poor households that have received an LPG connection through the Pradhan Mantri Ujjwala Yojana were also eligible for assistance (PMUY).

Benefits Of PMGKY-Ujjwala.

PMUY customers will receive free refills for up to three 14.2 kg cylinders under the PMGKY-Ujjwala programme and an advance Retail Selling Price transferred by OMCs to the PMUY customers bank account. The money can be taken out to get a refill from the distributor.

  • It supplies LPG connections to five crore families living in poverty.
  • The scheme provides financial assistance of Rs 1600, for each LPG connection, for BPL households.
  • The government pays, for the administrative costs, of this assistance. The security fee for the cylinder, pressure regulator, handbook, safety hose, and other fitting charges are covered; by this subsidy.
  •  Oil marketing businesses also provide interest-free loans for refilling and purchasing stoves as part of the scheme.
  • The Pradhan Mantri Ujjwala Yojana includes all BPL families subject to various distributorship and distributes, multiple cylinders, from 14.2 kg, 5 kilograms, and so on, depending on the field circumstances.
  • People treated as ‘Priority States’ can benefit from this plan from all Hilly States, including the NE States.
  • The scheme efficiently eliminates various barriers to acquiring LPG; for cooking in Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Sikkim, Assam, Nagaland, Manipur, Mizoram, Arunachal Pradesh, Meghalaya, and Tripura.

Eligibility Requirements.

  • A participant in the PMUY program.
  • An adult woman from a low-income family, who does not have an LPG connection in her home, is an eligible beneficiary, and;
  • To existing categories, of SECC 2011 list.
  •  In three identified types, i.e. SC/ST households, Pradhan Mantri Awas Yojana (Gramin) and Antyodaya Anna Yojana (AAY) beneficiaries.
  •  Other four as Forest dwellers, Most Backward Classes (MBC), Tea and Ex-Tea Garden Tribes, and People residing in villages.
  •  PMUY connections can be obtained by contacting the gas agencies where they are registered.
  • The applicant must be a woman over the age of eighteen. She must also be an Indian citizen.
  • She should be from a low-income family, and no one else in the house should have an LPG connection.
  • The family’s total monthly income should not surpass a particular threshold set by the UT/State governments.
  • The candidate must not be enrolled in any other government-sponsored similar programme.
  • In addition to the preceding, the applicant must submit documentation proving her BPL status, identity, etc.

Scheme’s Objectives.

The Pradhan Mantri Ujjwala Yojana was established to provide clean fuel to low-income women. The use of dirty cooking fuel harms human health. The extension’s purpose was to protect low-wage workers from losing their jobs and help small businesses with up to 100 employees. For three months, the central government covered all employee EPF contributions and employers’ EPF and EPS contributions, for 24 per cent, of monthly wages. In addition, the government announced assistance packages to assist the impoverished through various schemes. Ms Nirmala Sitharaman, Union Finance & Corporate Affairs Minister, released a relief package, totalling Rs. 1.70 lakh crore, under the PMGKY. The Pradhan Mantri Ujjwala Yojana has the following objectives:

  • To empower women while also safeguarding their health.
  • Second, to reduce the health risks of cooking with dirty fossil fuels and other fuels.
  • Third, reducing indoor pollution caused by fossil fuels leads to respiratory problems.
  • Finally, to avoid degrading the environment’s cleanliness, which has been harmed by the widespread use of dirty cooking fuel.

PMGKY-Ujwalla Policy Details (PMUY).

The Pradhan Mantri Garib Kalyan Yojana intends to help people, from all walks of life, including migratory workers, farmers, the urban and rural poor, and women. The government has selected the areas that have been hurt, the hardest by COVID-related economic disruptions. The government created many programmes under the PMGKY to focus on each section.

Pradhan Manthri Garib Kalyan Anna Yojana.

The Government of India has developed the world’s largest food security scheme to tackle COVID-related economic disruptions. The programme attempts to ensure food security (for the poor) by delivering free food commodities such as 5 kg rice/wheat per person and 1 kg gramme per family per month. This scheme provides food grains to all Antyodaya Anna Yojana (AAY) and priority household (PHH) ration cardholders who are part of the targeted public distribution system (TPDS). The following are some of the scheme’s key features:

  • This scheme covered 80 crore people, or around 66 per cent of India’s population.
  •  Each received a payment equal to their existing stipend as an extra benefit provided at no cost.
  • Families were given 1 kilogram of pulses to ensure protein availability based on their geographical preferences.

Scheme for Cash Transfers.

As part of this scheme, 20.40 crore PMJDY women account users received a monthly cash transfer of Rs. 500. Over Rs. 31,000 crores was deposited in the bank accounts of these women account holders, in the first three months, of the scheme.

COVID-19 Insurance Program for Healthcare Workers.

The government has covered health professionals who treat COVID-19 patients; via this programme. The family of these healthcare workers would be reimbursed with Rs. 50 lakh; if they died, in an accident. ” Accident death” refers to death caused by COVID or an accident while doing COVID-related duties. The Ministry of Health and Family Welfare pays the premium for this scheme.

WHO: Targets Unhealthy Cooking In Households.

The World Health Organization (WHO) cites a few key facts about the consequences of filthy cooking. Aspirants can use these data to argue for the need for programmes like the PM Ujjwala Yojana:

  • Around 300 million people cook over open flames using kerosene, biomass (wood, animal dung, crop waste), and coal.
  • Over 40 lakh individuals die prematurely due to illnesses linked to household air pollution every year. Inefficient cooking techniques using polluting stoves, solid fuels, and kerosene are one of the sources of household air pollution.
  • Particulate Matter (PM) found in household air pollution is responsible for half of all pneumonia deaths in children under five.
  • The influence of household air pollution, generated by dirty cooking fuel, on health is mentioned by the WHO. However, WHO has the death toll to support; its theory.
  • According to the WHO, the overall number of people with access to clean fuel will remain constant by 2030, causing the 2030 Agenda for Sustainable Development to be obstructed.

As a response to WHO and the assertion, the Indian government released the Pradhan Mantri Garib Kalyan Yojana, a comprehensive relief package of Rs 1.70 lakh crore for the underprivileged to aid them in their fight against the Coronavirus.
