The Bihar Skill Development Mission (BSDM) has launched a unique skill training programme called “Kushal Yuva Program,” which aims to improve the employability skills of all aspirants aged 15 to 28 years (age limit for SC/ST, OBC, and People with Disabilities is as follows: SC/ST – 33 years, OBC – 31 years, PwD – 33 years), who have completed at least 10th class, regardless of whether they have completed higher education or are currently pursuing Soft Skills training would include life skills, communication skills (English and Hindi), and basic computer literacy, enhancing their employability and adding value to the several domain-specific training initiatives now underway in Bihar. The total number of admissions had surpassed 1,12,000 as of 8th July 2017, while the number of licensed centres had surpassed 1100. On 16th December 2016, we embarked on this adventure with 48 centres and 1978 students. Currently, 494 out of 534 blocks in Bihar’s 38 districts are covered by approved centres. Our goal is to protect every single alliance in Bihar. Therefore, only 284 blocks with fewer than the requisite number of centres are eligible for the new empanelment process.

We had an enormous response from organisations last year for Kushal Yuva Skill Development Center (SDC) Registration 2016, and we were able to build 1100+ centres throughout Bihar. As a result, Bihar Skill Development Mission (BSDM) concluded that, based on the number of candidates enrolled from each block and district and the expansion of candidate registration, BSDM would only require more centres in 284 blocks. However, we may add more blocks before the application deadline based on a more thorough examination of the requirements. We will consider new applications and notify you via this website. As a result, all interested groups and individuals are encouraged to visit the website before applying for registration.

Eligibility Criteria

All candidates between the ages of 15 and 28 (Age Limits for SC/ST, OBC, and People with Disabilities are as follows: SC/ST – 33 years, OBC – 31 years, PwD – 33 years), with a minimum qualification of a 10th pass, regardless of whether the candidate is pursuing or has completed any Higher Education Course/Degree, shall be able to participate in the “Kushal Yuva Program.” Apart from those above, any youth in the 20-25 age bracket who have applied for and been approved for self-help allowance must complete this programme.

Characteristics of the Soft Skills Training Program

  • The Kushal Yuva Program’s course curriculum consists of life skills, communication skills (English and Hindi), and basic computer literacy. The total course time for all three factors would be 240 hrs (Life Skills for 40 hours, Communication Skills for 80 hours and Basic computer literacy component would be covered in approx. 120 hours).
  • The course will be delivered in an e-learning format.
  • Trainers (Oncet) will be assessed (after self-learning and mock examinations) and certified to ensure that qualified trainers are hired, and that uniformity is maintained between centres. The Skill Development Centre (SDC) would have primary responsibility for ensuring that each trainer it deploys passes the OnCET test. Only qualified trainers who give the assessment will be allowed to conduct training.
  • Unless he has a higher degree/diploma in Computer Science, it is better to have a trainer who has passed the KYP Course and has a minimum educational qualification of a 12th pass.
  • It is possible to learn in a sequential mode, which prevents you from skipping sessions.
  • The web portal allows for central monitoring of each candidate’s development.
  • Online Assessment & Certification Process is built-in / integrated.

Important Instructions for the Organisation of the Applicant (AO)

  • Before beginning the application process, the Applicant Organisation (AO) should study all instructions and procedural information.
  • BSDM maintains the right to grant or deny authorisation to any applicant/s at any time, for any reason.
  • Authorisation as SDC for KYP will be granted only once all procedural formalities have been completed, and all required documents have been submitted.
  • AFTER APPLYING, the AO must pay INR 500 as a processing cost, INR 3000 as a centre registration charge, and INR 1000 as a course affiliation fee for the Kushal Yuva Program.
  • Even if the application for registration is rejected or the candidate withdraws the application at any point after payment, BSDM is not obligated to repay the processing charge, yearly centre registration fee, or course affiliation price.
  • Suppose the candidate wants to withdraw the application later or is de-empanelled by the BSDM by completing the due process. In that case, BSDM will not reimburse the annual registration fee and program affiliation fee once the centre is allowed as SDC and the centre code is generated.
  • Applicant Organisations (AO) can only apply for KYP course registration via this process. Please remember that if AO wishes to run non-KYP courses, he must apply for affiliation for those non-KYP courses separately.
  • Suppose SDC engages in any unethical KYP practises or participates in franchising, outsourcing, or sub-letting their registered centre. Then, their authorisation/empanelment will be cancelled/terminated promptly or after the current batch is completed.
  • If any Applicant Organization (AO) attempts to contact BSDM staff via email, letter, telephone, or other means to influence the registration process, their application will be rejected without explanation.
  • An application must meet the infrastructural requirements for registering a centre, including two rooms of more than 200 square feet (1 lab and one classroom), a washroom, a reception area, and all other computer and non-computing requirements listed under the SDC registration sub-menu.
  • The SDC must ensure that all personnel employed for KYP are paid per the minimum wage rates specified by the Labour Department of the Government of Bihar for the “skilled” human resources category, as notified and updated from time to time. “https://labour.bih.nic.in” has further information.
  • In rural areas, no new centre applicants will be authorised within 2 kilometres of any other approved SDC/BSDC. In urban areas, no new centre applicants will be approved within 1 kilometre of any other approved SDC/BSDC.
  • When applying for Center Registration, the Applicant Organization (AO) must pay the following fees to BSDM over the internet:
  • The AO must pay a centre registration charge of INR 3000 per centre, a KYP course affiliation fee of INR 1000, and a non-refundable processing fee of INR 500 while submitting the initial application.
  • The centre registration will be renewed for INR 1500 per centre (the first renewal is due on 1st April 2019).
  • The initial registration for centres will be valid from the generation of the centre code until 31st March 2019. After then, it will only be for the financial year in which the centre is registered.
  • Every year, the course affiliation will be renewed for INR 1000, with the first renewal due on 1st April 2019.
  • Even if the application for registration is rejected or the applicant withdraws the application at any point after payment, BSDM is not obligated to repay the processing charge, yearly centre registration fee, or course affiliation price.

Security Deposit

One thousand rupees (One Thousand Rupees only) SHA, KYP, and Technical Institute students can put down a refundable security deposit. Within one month of passing, the refundable security deposit will be returned to the candidate’s bank account who complete the KYP course, i.e. are certified (passed) for the training undertaken. On the other hand, those who drop out or fail to pass the final examination will lose money after three attempts.

Conclusion

“Aarthik Hal, Yuvaon ko Bal” is one of the “7 promises” that is part of the Kushal Yuva Program (KYP). This programme is for all aspirants between the ages of 15 and 28 (the age limit for SC/ST, OBC, and People with Disabilities is as follows: SC/ST – 33 years, OBC – 31 years, PwD – 33 years) who have completed at least 10th grade, regardless of whether they have completed higher education or are currently pursuing higher education.
